The URN attribute is currently not used, and is not supported by current browsers or servers. Indeed, support for the attribute was dropped in Version 4 of the HTML specification, so that you should not use this attribute.
URNs, or Uniform Resource Names, are designed to be universal document indexes, independent of the servers. The format of URNs is currently under discussion by the World Wide Web Consortium and various Internet Engineering Task Force working groups.
