MARQUEE, supported only by the Microsoft Internet Explorer 2 (and later) browser, is used to create a scrolling text marquee. For example:
<MARQUEE ALIGN="top">Scrolling text </MARQUEE>
creates a text marquee with the enclosed text scrolling aloing the frame.
Detailed descriptions of the Marquee tag are found at http://www.microsoft.com/workshop/author/default.asp -- The Microsoft Web Authoring information web site. The site keeps changing, but you should be able to find a HTML Authoring area, or explicitly search for information about the MARQUEE element.
You should note that this element is not supported by other commercial browsers, including Netscape Navigator.
